Don't shoot! I can't do anything about it! At least, not if I make chem camp. If I don't, there will be a serious decision to be made.

It means as a first year, you may have a harder time getting into the house you want. :) Up till now, houses (excepting those where no first-years are allowed) had quotas on how many returning students they could hold. At least, that's how I understand it.
