"Arms" connote parallel processes/functions for obvious reasons---actual arms work in parallel.
So the real question is why "legs" has a serial connotation and not a parallel one (as legs can be moved independently like arms can). If I had to speculate, it's because walking is a serial process. So the body part of "leg" is really a synecdoche for the act of walking.
