sniffnoyOver a decade later, joshuazelinsky finally posted to arXiv his paper with his upper bound on integer complexity!
...the exposition isn't the best because he decided it was more important to just get it up there than to spend more time revising it. But hey! It's up! Go, know about it! Use it and cite it, it's up there! :)
