I mean, the concept seems pretty straightforward -- count how many hits the player has made in a single combo.
Except that some moves count as multiple "hits", so what's the counter really counting? Nothing. It's not counting how many hits you made, it's counting, well, an arbitrary quantity which the game labels "hits". This makes the counter pretty dumb!
Now OK, maybe something in the game depends on how many hits you've made, and so the quantity gains meaning by being used elsewhere, rather than by counting something meaningful. For instance, I've been playing Guilty Gear XX Accent Core+ recently, and there's a mode, mission mode, which often involves restrictions like "You can only do damage with combos of 6 hits or more."
You could also say it's counting something meaningful if it's counting, say, times the other player could have blocked it (had they also blocked all the previous ones) -- so that if I have a super that counts for 35 hits, well, it counts for less than that if you block the first few. Still. I feel like this is pretty silly. For the most part, hit counters seem to be largely arbitrary to me.
