Oh, by the way, before the main entry, I'll just say: Steve was right. I passed by the "You're more likely to live here" billboard today, and the intended interpretation is, in fact, the second obvious one. You can tell because right to to the right of it is a billboard about how effective Massachusetts's gun control laws are. Anyway...
