Let's try that a second time

Here's a revised version of Numbers with Integer Complexity Close to the Lower Bound, resubmitted over the previous version posted here. I guess that one's gone from the internet now, since I uploaded this one to the same URL, but that can hardly be called a loss. Mostly just typos fixed, but also a small gap in the proof of the main theorem. Many thanks to Juan Arias de Reyna for going over the paper so thoroughly.
