Ineffective Ninja

So an RFJ went up that the rule against retroactive rules also prevents rules being created/amended/repeals by any mechanism other than a vote. Given how the rule is worded, this is pretty clearly true, and pitboss has ruled it so. So looks like the Ninjas rule doesn't actually do anything anyway.
