I have always played you can turn it face down, to hide it entirely. It's one-sided, after all. Like in Puerto Rico - VP are one sided so you can hide them while money is two-sided so you can't. Well except here there's nothing two-sided to compare to, so that reasoning fails entirely, but even so...
And there's really no point to playing it that way, with only stacking as hiding - it's a stupid restriction on hiding, and it would use up the bills in the box as everyone makes sure to stack all their money. We've already had to take money from my Crimelords set a few times without any such rule.
By "money face up" obviously I mean all money revealed.
